The German Academic Exchange Service (DAAD) Regional Office New Delhi is looking for an agency for technical support and development of its online portal- ConnectING.
Brief on the organisation: The German Academic Exchange Service (DAAD) is the world’s largest funding organisation for the international exchange of students and academics. Since it was founded in 1925, the DAAD has supported more than 2 million academics in Germany and abroad. It is an association of the German universities and student bodies. The most important responsibilities of the DAAD include granting scholarships, promoting the internationalisation activities of German universities and research organisations, strengthening German cultural and language studies abroad and helping developing countries establish productive higher education institutions. The DAAD is also the national agency for EU Higher Education Cooperation. The DAAD has about 900 employees, most of them work at its headquarters in Bonn, and many in the offices in Berlin and abroad.
The DAAD is responsible for the management of the German Center for Research and Innovation New Delhi (DWIH New Delhi as short for its German name). The DWIH is a unit of DAAD. DWIH New Delhi promotes the German research landscape in India and facilitates the access to the Indian research and innovation ecosystem. It provides a platform for enhancing exchange cooperation and networking between Indian and German academic communities and stakeholders in research and innovation. The DWIH engages in dissemination of information through its online channels and organises events in India covering a broad range of research topics.
The DAAD invites tender to submit bids for ConnectING – Portal Indo-German Research Cooperation. Details on the requirements, the tender documentation, including terms of reference and selection criteria can be found here:

The deadlines are:
- 22.01.2024: Deadline for bid submission
- 01.02.2024: Award of contract
- 15.02.2024: Start of contract
- 01.03.2024: Kick-off workshop (tentatively)
- 30.06.2026: End of the contract

The evaluation is carried out based on price (60%) and quality (40 %). The quality assessment is based on the following criteria:
- References from international clients and from the public sector
- Qualifications of the assigned project manager
- Assessment of the current website max 2 pages
- Experience in website development in wordpress, e.g. references
The following documents must be submitted with the offer:
- References from international clients and from the public sector preferably in research and education
- Information on the company size, a team of minimum 10 software developers is required
- Proof of experience of development of websites in wordpress, e.g. references
- CV of the assigned project manager
- Proof of compliance with GDPR and/or knowledge of GDPR
- Short evaluation of the existing website and three points for improvement (max 2 pages) (http://www.dwih.in)
- Price sheet (please complete annex 1)
- Information on the reaction time of change requests and troubleshooting (please complete annex 2)
- Information on the system used by the agency for communication with clients e.g. Jira
